Grassroots Grant Projects, a Grant scheme active in Georgia since 1998, is part of Official Development Assistance (ODA) financial aid offered by the Government of Japan for development projects that are initiated by the local communities in order to satisfy diverse communal needs at the Grassroots level. Funding is provided for not-profit organizations such as non-governmental organizations (NGOs) and local authorities on a project basis. By making the financial support more open to the Grassroots level, those people in marginalized or any other disadvantaged groups receive a genuine contribution for immediate improvement of their living conditions.

Grassroots Grant Projects aid is distributed into two main directions:

• I Grant Assistance for Grassroots Human Security Grant Projects (GGP)
• II Grant Assistance for Grassroots Cultural Grant Projects (GCGP)

I. Grassroots Human Security Projects (GGP)

The "Grant Assistance for Grassroots Human Security Projects" (GGP) aims at ensuring the basic "Human Security" through the implementation of projects of various types and necessity in Georgia and many other developing countries. GGP attempts to empower people and communities and address the basic human needs in such fields as Primary Healthcare, Primary Education, Agriculture, Social Protection, Poverty Alleviation, and any other field related to basic human needs.

Project Areas

As long as the development project is geared to grassroots assistance, it is eligible for financing under the GGP. However, the following areas account for the majority of the projects approved:

Primary Education, such as:

• Reconstruction of Public School
• Renovation of Kindergarten
• Etc.

Primary Healthcare, such as:

• Equipping/Renovating non-commercial Hospitals
• Providing Ambulance Vehicles to the Hospital
• Etc.

Social Care, such as:

• Establishment of Elderly Care Center
• Rehabilitation of Center for Disabled People
• Etc.

Agriculture, such as:

• Providing Agricultural Machinery to the Rural Community
• Establishment of Storage, Packing or Processing Center
• Etc.

Infrastructure, such as:

• Construction of Gabions and strengthening the River Banks
• Improvement of the Water Supply System
• Etc.

Other, such as:

• Environmental Projects
• Security Projects (e.g. Mine Clearance)
• Etc.

Eligible Organizations

Any non-profit organization is eligible to be a GGP recipient. The requirements are that it be:

• A non-profit organization implementing projects in listed above or similar Project Areas at the Grass-roots level in Georgia
• The Organization is established, registered and fully functional for minimum of last three years
• Organization can demonstrate the proof of sound financial background of at last the past two fiscal years
• Organization has more than five full time employees
• Organization has a solid, recent experience of conducting and implementing projects in applied fields, desirably with International donors or partners
• Organization has a capacity to fully respond to Embassy’s inquires and provide requested documentation on English Language
• Organization is fully aware that GGP cannot cover any of their expenses (e.g. administration, utility costs, transportaion, etc.)
• Organization is honest and motivated by selfless reasons

•  Individuals and profit-making organizations are NOT eligible!
• Currently we are unable to directly finance governmental institutions and bodies. For more details please contact the Embassy.

While selecting projects for funding, the Government of Japan places high priority at the impact on the society and sustainability of the project. First and foremost, through your application documents, you must convince the Embassy that your organization is capable of sound management, fluent reporting and the project itself is sustainable enough to fully function for at least next ten years.

Available Funds

GGP funds are provided to the recipient organization after the examination and evaluation of each application by the Japanese Government on an annual basis. The grant amount per project is generally under 10 million Yens provided in US Dollars with fixed annual exchange rate (for exact amount for current Fyscal Year, visit apply section).
The Grant Assistance can be used only for financing:

• Construction/Reconstruction/Rehabilitation of Buildings/Infrastructures serving as improved security conditions for vulnerable groups
• Procurement of equipment of vital importance
• "Soft components" such as capacity building, training for beneficiaries and NGO staff

The Grant Assistance CAN’T be used for financing:

• Salaries or any other administration/Utility costs of the Applicant Organization
• Conferences, researches, invited experts
• Purchase of land, personal vehicles, office electronics, livestock or plant seedlings
• Rent or any other kind of utility cost
• Operating and maintenance costs of facilities and equipment
• Consumables or multiple small items that are hard to track and monitor

The Projects financed by the Embassy are expected to have minimum of ten years life-span. Therefore, providing strong sustainability guarantees of Project maintenance and success have vital importance for receiving the funding.
The Applicant has up to one year for the project implementation after signing the Grant agreement. During this period, Applicant is obliged to provide Embassy with project progression reports, as well as receive monitoring teams at project site when necessary. After completion, project will be assessed by the independent audit body.
GGP fund is one time only and not multi-year funding. There is no top-up in case of budget over-run. If necessary, all unexpected costs should be covered by Applicant Organization or another donor.

If your organization satisfies the conditions described above and you want to receive GGP funds in order to implement a project in any area listed in our priorities, please proceed to apply section.

II. Grassroots Cultural Grant Projects (GCGP)

Objectives

Assistance for "Grassroots Cultural Grant Projects" (GCGP) provides nonrefundable financial assistance to support the implementation of cultural, sport and higher education projects conducted by non-profit organizations (including non-governmental organizations -NGOs, local authorities*, research and higher education institutions, etc.) that are active at Georgia’s Grassroots level.
GCGP directly supports the promotion of culture and higher education in Georgia, while also acting as cooperation which encourages understanding and cultural exchanges with Japan. Therefore, having a “bridging element” of two countries in the Project Application has a vital importance.

Eligible Organizations

Any type of non-profit organization is eligible to be a GCGP recipient. The requirements are that it be:

• A non-profit organization implementing projects for the promotion of culture or higher education (including sports) at the grass-roots level in Georgia
• The Organization is established, registered and fully functional for minimum of last three years
• Organization can demonstrate the proof of sound financial background of at last the past two fiscal years
• Organization has more than five full time employees
• Organization has a solid, recent experience of conducting and implementing projects in applied fields, desirably with International donors or partners
• Organization has a capacity to fully respond to Embassy’s inquires and provide requested documentation on English Language
• Organization fully aware that GGP can not cover any of their expenses (e.g. administration, utility costs)
• Organization is honest and motivated by selfless reasons

Project Areas

As long as a development project for the promotion of culture, sports and higher education in Georgia is geared to the Grassroots Assistance, Project Proposal is eligible for financing under the GCGP. It is highly desirable for project to be enhancing cultural ties between Georgia and Japan. GCGP projects are designed to be fully sustainable for minimum ten years. Providing rational guarantees for Sustainability is a must.

Some examples of eligible projects are:

• Equipping of prominent cultural institution
• Rehabilitation of exhibition halls and premises of institutions
• Renovation of Sports hall developing Sport’s infrastructure
• Conserving important Historical sites
• etc.

• Purchase of land, personal vehicles, office electronics, livestock or plant seedlings
• Rent or any kind of utility costs
• Operating and maintenance costs of facilities and equipment
• Consumables or multiple small items that are hard to track and monitor
